Department of Social Services (DSS) National Plan Consultation Summary Report
The National Plan Consultation Summary Report provides a brief summary of the key ideas to emerge from the consultations held across Australia and submissions received in response to the National Plan Issues Paper released by the Department of Social Services.
The brief report (13 pages) includes a summary of the information received by DSS under the following headings:
- Vision and Outcomes for a National Plan: things people most often said the National Plan should do;
- What the Plan Should Achieve: things people most often said about what the plan should achieve;
- Key Principles to Guide the Plan: twelve most commonly repeated principles to guide the plan; and
- Common Challenges and Potential Solutions under a number of Key Themes/ Focus Areas:

- Social Housing
- Aboriginal and Torres Strait Islander Housing
- Housing Markets
- Planning, Zoning and Development
- Climate Change and Housing Security

Last year, Shelter WA and the WA Alliance to End Homelessness made a joint Submission to the National Housing and Homelessness Plan Issues Paper. A number of key considerations highlighted in our submission are reflected in the summary report – including a focus on ending homelessness and emphasis on an aspirational plan capable of addressing housing inequality. Missed opportunities include focussed attention on recognising and growing the community housing sector; and little indication of aligning the plan with federal finance and taxation policies.
Shelter WA is collaborating with National Shelter and CHIA to continue engagement with DSS around the National Housing and Homelessness Plan.
