The Inquiry into the financial administration of homelessness services in Western Australia was established on Wednesday, 17 November 2021 by the members of the Estimates and Financial Operations Committee of the WA Legislative Council.
Over the last two years it has received 45 submissions and held a number of hearings. Find out more about the inquiry including the terms of reference and read submissions.
The report to the inquiry was tabled in parliament on Thursday, 22 June 2023.

Shelter WA welcomes the report tabled today on the Funding of homelessness services in Western Australia by the Standing Committee on Estimates and Financial Operations.
Shelter WA and the WA Alliance to End Homelessness (WAAEH) provided detailed submissions to the inquiry which included comprehensive review of current funding and unmet need in the WA homelessness sector by the Centre for Social Impact.
We commend our incredible homelessness services sector for their engagement with the inquiry over the last two years.
The report contains 29 Key Findings and makes 57 Recommendations.
Shelter WA broadly supports all recommendations and looks forward to working with the government to explore how these may be implemented.
Many recommendations, such as annual reporting against the current Homelessness Strategy, and increasing funding for specialist services which have seen a huge increase in demand, would be relatively easy to implement, and would build on the many initiatives already introduced.
It is important to acknowledge the achievements and progress made by the WA Government in the past six years, including the introduction of All Paths Lead to a Home: Western Australia’s 10-Year Strategy on Homelessness 2020–2030 and its ambitious goals including the aim to end rough sleeping by 2025; the purchase of the Murray Hotel and the Djuripiny Mia 100 supportive landlord pilot program; the significant and unprecedented investments made into social housing over successive budgets, and the genuine support shown for the community housing sector. We also acknowledge the dedication and commitment shown by the Minister for Planning, Lands, Housing and Homelessness, the Hon. John Carey MLA.
We congratulate our sector for the level of engagement and expertise provided to the inquiry over the last two years. The report clearly demonstrates the challenges and opportunities in the way homelessness services are currently funded, including the urgent level of unmet need.
We look forward to seeing the formal response to the report from the WA Government and will work closely with government to assist delivering the recommendations.
Shelter WA also wishes to thank the members of the committee for their work over the last two years to engage with sector to understand the complexities, challenges and opportunties we have to end homelessness and have a housing sector that enables all to thrive.
