Homelessness Commissioning

The Office of Homelessness is to establish a Homelessness Commissioning Reference Group (the HCRG).

Homelessness System

The HCRG will support the commissioning work that the Department of Communities is undertaking for the homelessness system and sector. This work is underpinned by the All Paths Lead to a Home: Western Australia’s 10-Year Strategy on Homelessness 2020–2030.

They value the input, collaboration and discussion across the many services and agencies that undertake the important work for people in most need.

Communities and Shelter WA are calling for nominations from interested people to be part of the HCRG. The HCRG will consist of up to 15 members and include a diverse representation of professional expertise, knowledge and viewpoints from across Western Australia. We are looking for people who have a good understanding of homelessness and are committed to improving the system in a solution-focussed way.

Representation Groups

Communities has identified four main service groups in the current homelessness system that it seeks representation for:

  • Assertive Outreach
  • Engagement Hubs and Connection Points
  • Accommodation
  • Specialist Support Services

A selection panel of Office of Homelessness and Shelter WA will decide on the HCRG membership and ensure appropriate breadth of representation from the homelessness service groups, Aboriginal Controlled Community Organisations, people with lived experience who have utilised services in Western Australia, regional and relevant peak bodies.

It is expected that members will be representing the broader sector and respective areas across the homelessness system as well as their own organisation.

Overarching Aims

  • Provide a forum for constructive discussion that informs the commissioning of homelessness services.
  • Provide a structured forum for the sector to share evidence-based best practice and expertise.
  • Promote integrated work between government, homelessness service providers and peak bodies to improve joint outcomes; and
  • Share information, advice, and guidance to inform the strategic direction of the homelessness service system.
  • This includes:
    – key data and trends on homelessness across varied communities; and
    – emerging issues, service gaps and demand pressures
