Number and type of affordable/social housing dwellings

59 units including

  • 25 are co-operatively managed
  • 6 disability adapted housing with an on-site 24/7 support worker
  • 28 privately owned

(multiple disability units on site provides economies of scale for having a 24/7 support worker but without an institutional model).

Area on the housing continuum

Mixed tenure. Cooperative-managed units are social housing.

The six disability units are owned by the Transport Accident Commission and the Summer Foundation are rented at affordable rates based on resident income.

Client Group

People with physical disability, and social housing waitlist.

How was it delivered

Project managed by CEHL (a CHP) who purchased the land and funded the construction and ongoing management of the project. The six disability units are owned by the Traffic Accident Commission and the Summer Foundation (with ongoing support worker funded through the NDIS). The ongoing management of the social housing units is governed by the residents themselves through a cooperative structure – with CEHL providing resources, support, and advice.

Funding

Delivered on a cash neutral basis. The market rate units cross subsidised the social and disability units. There was further subsidisation from the Commonwealth Government NRAS program for the social housing units, and a grant was made available from the Victorian Government.

How affordability is ensured long term

The social housing and disability units deliver affordability in perpetuity while the market rate homes are now subject to private market trends.
